Publication of the Regulation about safety devices for dump truck

The Regulation concerning safety devices for dump truck was published in the April 24, 2019 edition of the Gazette officielle du Québec. Take note that it will come into effect on September 1, 2020.

Several questions were raised.

Following this official publication, several questions have been raised. In order to respond, the SAAQ has created a Q & A document on safety devises on dump trucks, where most of the questions have been answered.

 

  • Is April 18, 2019 the deadline to equip the targeted vehicles? 
  • Should the devices be approved by the SAAQ?
  • What is the speed limit before the alarm is activated?
  • Should the alarm stop after 2 seconds and then reactivate at 20 km/h?

The CNESST has made public the findings of its investigation on the industrial accident that killed a specialized laborer for Réhabilitation DU O inc., on November 15, 2018 in Laval.

 

Causes of accident

The investigation enabled the CNESST to retain two causes to explain the accident:

  • The worker, who was directing traffic at the intersection of de la Bernina and Boisvert streets, found himself in the blind spot of the paver. He didn’t notice that the paver was moving and was therefore crushed.
  • Traffic control at intersection de la Bernina and Boisvert streets was lacking, especially in regards to training the traffic signaler and the opening of Boisvert Street for circulation.
